Zoro, as a rule, had always liked hard things. Metal was hard and muscles were hard and the rum he drank was hard, and those were three of the more important things in Zoro’s world, so no good reason to break this rule had ever arose. Then that stupid cook had gone and made things change (again).
Sanji’s hair was soft. And since the softness of Sanji’s hair between Zoro’s fingers wasn’t unpleasant, Zoro figured it was reason enough to like soft things too.

I could see Sanji getting away with it, though, because he'd only ever use it in the middle of fighting (said contemptuously and followed by an equally mocking retort from Zoro) or loving (still said contemptuously and followed by mocking retort).
