It was just a myth.
Five words, and Zeff knows his protégé will not be coming home. Sanji’s never written to him before, and after this message there’s no more reason to. He folds the letter and sticks it in his hat, so that later he can look at those five words again and try to puzzle out what finally broke his brat’s spirit.
He doesn’t know that, oceans away, Sanji is watching the sun set on the very sea he just denounced as a myth. He doesn’t know that the young chef has not, in fact, looked away from the water since Luffy beat a disgustingly oleaginous pirate. He doesn’t know that the captain to whom he entrusted his baby eggplant shattered the hull of an enemy ship and accidentally spilled a great tanker of oil into the sea. He doesn’t know the toxic liquid is still spreading with every wave, choking the life out of the water and tainting their shared dream with a macabre black rainbow. He doesn’t know that Sanji, too, is being suffocated by that dark tide.
Usopp knows, though. He hears the pieces of Sanji’s broken heart grind together with everything he can’t say, “What am I going to tell the shitty old man? It was here, I saw it, I almost touched it, it was beautiful, and now it’s gone. Ruined. How can I tell him?” He sees the tears in Sanji’s eyes that just won’t fall. He feels it in the tremor in Sanji’s once-strong form as he holds him close.
He sent the letter, painstakingly forging Sanji’s handwriting, because what they need now is a lie.

I've considered or encountered possibilities of All Blue existing, not existing, existing but unknown etc. First time I'm seeing this idea of encountering All Blue only to lose it after which though. Nice idea, and nicely written too.
