Because Luffy doesn't want to look like a clown pirate king, after all.

"I want that!" Luffy pointed at an oversized red coat.
"This?" Zoro asked dubiously, lifting the heavy thing up. He thought the gold trim was gaudy and the collar was huge. "What for?"
"For when I become the pirate king," Luffy explained, plucking the coat from Zoro. "It's perfect," he declared, marching toward the counter.
"Shouldn't you try it on first?"
"But I'm gonna wear it when I become pirate king!" Luffy protested. "If I put it on now, it won't be the same."
"You'll be a pretty funny-looking pirate king if the coat looks like blanket."
"It's a coat, Zoro," Luffy said slowly, staring. "When I put it on, it's gonna look like a coat." He put a hand to Zoro's forehead. "Are you feeling okay?"
Zoro pushed Luffy's hand away, far too used to him to be frustrated at his misunderstanding. "I meant it might be too big for you."
"Oh. Why didn't you just say so?"
"I did say—" A heavy wad of material hit him in the face.
"Then you try it on, 'cause you're not gonna be the pirate king," Luffy declared. Zoro unfolded the coat with a sigh.
"Luffy—"
"Please, Zoro? I don't wanna look like a clown pirate king."
"Oh, all right." Zoro shrugged on the long coat. Luffy regarded Zoro, who stood awkwardly under the weight of material and embarrassment.
"It fits you, so it'll fit me," Luffy decided as Zoro removed the coat.
"We're different sizes!" But Luffy had already grabbed the coat and marched to the counter. Zoro sighed, figuring that the coat would be only a size overlarge on Luffy.
"You know," Zoro said after they'd left, "you're not going to have enough time to grow into this."
Luffy threw his arm around Zoro's shoulders and smiled.

Their interaction was subtly heart-warming, and the dialogue was lovely. Bravo.
