Maybe it's knowing his crewmates too well, but the Straw-hat boy goes against everything he ever expected from a pirate.
On their way out of the Marine base, Luffy has a dozen chances to betray him, but he never seems to notice. Nor does it occur to him that Zoro might do the same, and for some reason, the swordsman can't bear to disappoint him, and lets them all pass.
He doesn't expect Luffy to rescue the village girl instead of using her as a hostage (although he's beginning to think he really should, by now), but it seems to work - the villagers let them both go with a good will, and it's been so long since Zoro had that that when Luffy's grin takes on a hint of I-told-you-so-smugness, he can't bring himself to mind.
Later, he's more surprised by how much he misses that smile.
He's learned to expect, the next time they meet, that Luffy will challenge Buggy for the orange-haired thief, and maybe he's not as surprised as he could be when the stakes are raised and he himself becomes part of the deal, but when Luffy wins, Zoro stands frozen in shock, watching his crewmates scatter in search of their captain's parts (not his captain anymore, and the thought is still strange), and thinks about the meanings of nakama, and whether a captain might rule by love instead of fear.
The first kiss, though, when it comes, doesn't surprise him at all.
